[TSVN] CLI equivalent for check for modifications

Hi Stefan,

I am gathering information about command line equivalents. Following
Jan's question yesterday, I can't see the direct equivalent for our
'Check for modifications', because the CLI seems to ignore everything in
unversioned folders. How does TSVN process those?
