I have confirmed that my web development area does show SVN author in the
Author column, so it is working for me for simple files.

Okay, it appears as though this feature works as long as the file format
in question does not attempt to maintain its own file author. Most of the
files I'm dealing with in this directory (that would be very nice to know
who "owns" them) are Crystal Report .RPT files which do appear to be
metadata-aware.

I don't know. Maybe it depends on whether the item is an OLE document
that has a file author. I have attached a screenshot of a WC I have of
the TSVN repository.
