Yes. Subversion changed that some day in between 1.1.x releases. It was
a fix for a bug (don't remember which one).

Subversion now collects itself all the commit targets and checks them.
Before, Subversion wouldn't check them but just do the commit. That's
why it doesn't work anymore.

The only suggestion from me would be to go to the Subversion mailing
list. I can't do much about that.
