[TSVN] repository browser fails to reencode # if it is in a filename

Hello,

I have a directory called "C#" in my repository. When I attempt to see
files in that directory (or do anything else, like copy) using the
repository browser, the repository browser displays an error message:

PROPFIND request failed on '/branches.../C#'

I'm guessing that the '#' isn't being reencoded before sending the
request to list files etc., and that other URL punctuation characters
might have the same problem.
