Yes, it is called. The CPU time of the cache is always very slow. But it
can of course cause a lot of disk activity once you have versioned
folders (until it know the status of all the files in the working copy,
after that the disk activity is reduced too).

I really have no idea what might causing that delay. You're the first
user to report such a problem. The only thing that might cause problems
is if you have multiple sessions running and the cache isn't running in
the same session as the currently logged in user.
