At last!
It finally works exactly as I want it to.
It was of course because I didn't think but only used cut and paste
from the documentation.

I have several repositories under the SVNParentPath but tried to set
access for the various groups like this:

[/Repo1]
@Developers = rw

where it should have been

[Repo1:/]
@Developers = rw
