[TSVN] FAQ start page

Hi Lübbe,

The FAQ start page still says we are migrating, which I think is now
complete (enough). I can't locate the start page in the old FAQ for
inspiration on what to write instead as a welcome note.

Can you change the links in the top banner to point to the tigris home
page instead of the sourceforge home page which just contains the FAQ
and Translation front pages.
