[TSVN] Problem with source encoding in TortoiseSVN 1.2

Hello developers,

TortoiseSVN 1.2 presumes a different encoding than what I expect about
the source and things like merge and diff do not work correctly.
TortoiseSVN 1.1.7 worked for me just fine.

I use 8 bit windows-1251 encoding in my source files. My Windows system
has the correct locales set up and the default locale and the one I am
working in is Bulgarian. I use the Bulgarian translation.
Yet Tortoise SVN display my sources as if they are in *windows-1252*
encoding.

The solution that has been proposed in [1] does not work for me - and I
am using the Bulgarian translation.

Is there any way to solve this? As the encoding of the source files is
often different than that of the system they are being developed, I
might suggest to have the encoding in a SVN property of some kind and
TortoiseSVN read it from there.
