[TSVN] "The requested report is unknown."

I am using TSVN 1.2.0 against Subversion server 1.1.4 over Apache on
CentOS 4.0 (RHEL 4.0 clone). Whenever I have TSVN running, Apache slows
down tremendously at times, and my error log fills up with the following
message:
    The requested report is unknown. [501, #200007]

If I kill TSVNCache.exe, the errors immediately stop. I assume this is
because I am running against a server that doesn't understand lock
requests or some other 1.2.0 feature (although I am not trying to use
the lock feature). I will probably upgrade my server to 1.2.0 anyway,
but I wanted to see if anyone had seen this problem or whether it might
be a bug in either TSVN or the Subversion client library, since the
stated goal of Subversion is to be forwards and backwards compatible
with all 1.x versions.

If this is indeed a Subversion client problem, I will post the issue to
their list; I just wanted to check here first since I know the first
response from that list will be "TSVN is a separate project"!
