Just one more quick check:
Does the non-Admin user have read and execute right in the
programs\TortoiseSVN\bin folder?

I'll try to do some tests tomorrow - right now it's getting late here in
europe ;)

Okay, some movement here...
To answer your question, yes I can get the RTFM message when I run
TortoiseSVN off the start menu.  Security seems to be open to that
directory.
I did manually change the UUID's on the following keys from the C03
variant to the 303 variant and rebooted:
HKCR\Directory\shellex\ContextMenuHandlers\TortoiseSVN
HKCR\Directory\shellex\PropertySheetHandlers\TortoiseSVN
HKCR\*\shellex\ContextMenuHandlers\TortoiseSVN
HKCR\*\shellex\PropertySheetHandlers\TortoiseSVN
Result: TortoiseSVN is starting to appear for active folders, both on the
right-click menu and on the properties menu.  I'm still missing it on a
lot of places (it doesn't show up when right-clicking the desktop, it
doesn't show up in the File menu in explorer), but it's a lot more usable
than it was half an hour ago.  If I have time I may do a search&destroy
for the C03 UUID variant.
So pending a potential setup program that can clean this mess up, I think
my system is in a moderately usable state.  If this issue is not escalated
outside of my machine I would not be upset if it were to be closed.
