[TSVN] issue tracker integration

I'd like to have the hyper-link to my bug tracker in the log, which the
docs/help seem to suggest is possible just by setting up the "bugtraq:"
properties on the top folder. I've set up these properties (message,
label, warnifnoissue, and url to be precise) to values that should be
valid according to the docs/help. However, I don't get a link. I feel
like I'm missing something right under my nose here, but have been
unable to figure it out. I'm currently running 1.1.7.3240 on Win2k,
although it has not worked for previous versions either.
