Unfortunately, that is not the way this feature works. Your working copy
only contains information about the locks it holds. So TortoiseSVN is
only able to show your own locks. To see the locks of other users, you
have to use the Check for Modifications option and click the Check
Repository option so that it gets the info from the server.
