[TSVN] Wired characters in diff output to clipboard

Hi developers:
I was trying to create a patch from a file changed. I first used "save to clipboard" button and get some wired characters after the "--- filename" and "+++ filename" section where there should be revision number descriptions. As I am using zh_CN locale so I think this should related to the language. After several tries, I get a clean diff by save the patch to a file.

I then viewed two outputs in HEX viewer and found the diff in saved file is in Unicode format, while clipboard output is ANSI. I would recon that zh_CN locale file is in Unicode, so if you save it as ANSI without conversion it will get messed up. Also it might would be better if clipboard output is also Unicode. Just my 2c.
