[TSVN] Invalid Windows installer Package

Hi.

I've recently downloaded TortoiseSVN-1.1.7-UNICODE_svn-1.1.4.msi. The
windows installer reports that the package cannot be opened. I have the
most recent copy of the windows installer currently on my machine. I
have downloaded the 1.1.6 version and it will allow me to install that
just fine.
