[TSVN] A wish about Spanish .msi installer and 2 more things

Hi,

1) I just noticed today, when I tried to use tsvn:projectlanguage. My
Spanish translation is "Spanish (Spain)" not "Spanish (Mexico)". So I
would like you to include es_ES rather than es_MX dictionaries in the
installer.

I think this goes in the good direction, as the dll's are already
named "Tortoisexxx1034.dll" and that 1034 (0x040a) is the code for
Spanish (Spain, Traditional Sort) (as in
<http://msdn.microsoft.com/library/default.asp?url=/library/en-us/intl/nls_238z.asp>)

2) Also, in documentation, the paragraph (chapter 5.15, :

2.a) I think that "<literal>true</literal>" should be deleted.
Previously it was "If the property is not set, the default is
<literal>true</literal>" but somebody tried to delete that sentence,
and forgot that part.

2.b) We should specify something like "Note: the value you have to
enter in this property is the decimal value of the language ID found
in that page, not the hexadecimal value. You can use Windows calc to
find out that value For example, 0x0409 should be entered as 1033". It
took me 3 tries to find this out (I tried 0x040a, 040a and at last
1034 which worked).

3) I've sent a new Spanish translation to patches@ to catch up.
