[TSVN] Suggested feature: commit confirm on empty log

I think it'd be nice for the commit window to prompt you to actually do the
commit when there's nothing in the log text box. It could have a check box
"never show this again" for those people that don't use log messages. But for
those that do, it'd be an easy way to avoid an accidental commit here and there.
