[TSVN] Command line parameters Was: Spanish translation... done! (almost )

Either we want to be consistent. Then we have to change these parameters
too, or we don't want to be consistent...

Why will we get a lot of complaints? The parameters are passed automagically
from Proc to Merge, so if people use the default diff/merge tool, they won't
notice a change. If people use an external diff tool, their command line
won't change, because they already pass the %base %mine %theirs parameter.

Only if they use TortoiseMerge from their own scripts they will notice the
change. I'd put it at the top of the change log.
