TortoiseSVN isn't built with Subversion 1.2. So it still uses the
berkeley db 4.2, not 4.3! If you do the bdb43-upgrade, you have to
either use a nightly build of TSVN, the 1.2RC2 build or wait until we
officially release version 1.2.
