Normally in english you would not capitalise the prepositions and other
'glue' words.
Explorer itself has
"
"Add to Favourites"
"Lock the Toolbars
"by Name"

but it also has:
"Move To Folder"
"Customize This Folder"
I guess in this instance "To" and "This" are important words in that
they specify a destination.

So in answer to your question we should use:
"Check for Modifications"
"Update to Revision"

But usage is not consistent within Windows apps. Acrobat 5 even has:
"Save A Copy"
which is really bizzare. You never see 'A' capitalised normally, and
it's not an important word.

But I will not lose any sleep over it ;-)
