I suspect it's easier than trying to explain to people that they only need
to use the old svnadmin when the underlying svn database structure has
changed then having to make sure that they know when that is etc. Too
complicated, it's simpler to just say rebuild using the old and new tools
when you uograde.
That's complicated enough without going into the gory internals.
Just my suspicion, mind.
