[TSVN] An FAQ about the FAQ

Hi folks,

Well, are we going to drop the FAQ completely and just link to the
online version. That's certainly the easiest and least maintenance, but
it puts the answers one step further away.

Or do we want to update it. Lots of those questions may not be so
frequently asked now (like NT problems) and there are some new ones like
BDB upgrade, which _will_ be frequently asked.
