Ctrl + A for selecting all files, deselect folders. Context menu >
Subversion Tab, choose svn:needs-lock, enter a *, click Set and OK.

What else do you want to have? If you want it for a special file type
you can use the windows explorer search for e.g. *.jpg and select all
files there.

Just asking: Why would somebody want to set a property in repo browser?
