Last time I checked, you could select multiple files and bring up the
properties dialog. Then, you can set the property on all those selected
files.

I really don't understand why someone would want to set those properties
from the repo browser?

No. Setting the props on multiple files should work for working copies.
Setting props on multiple files in the repobrowser isn't possible in one
single revision: you'd have to create a new revision for every property
you set.
