[TSVN] More thoughts on 1.2 release

Hi Folks,

Looking back through project history it looks as if we (i.e. Stefan)
made an RC1 and RC2 release for 1.1.0. However, I think these were also
made against SVN release candidates, rather than being done after the
SVN 1.1.0 release. With hindsight, maybe we should have produced release
candidates earlier. But that time is now past.

The trunk code has been tested in the nightlies and seems fairly stable
now. The doc translations still need some work - it has been a huge task
translating the manuals using the new scheme - and we would like to get
that completed for this release.

My suggestion for _this_ release is that we freeze new feature
development at some point which Stefan chooses. We leave the nightly
building from trunk, but we update our web page to indicate that the
nightly is now pre-release quality and that we want people to test it.

There are _lots_ of new features in this release and we should really
get it out in the wild. It is only when everyone starts using it that
the bugs get hammered out.

When 1.2 is out, we can argue about how to handle future releases
better.
