[TSVN] settings dialog / accelerator keys

The settings dialog bears some remnants of it's previous cluttered state.

Settings dialog --> External Programs -->

Diff viewer:
Accelerator keys for 'builtin' and 'external' are B and E.

Merge tool:
Accelerator keys for 'builtin' and 'external' are u and x.

Unified diff viewer:
Accelerator keys for 'builtin' and 'external' are i and t.

Should be modified to B and E in all three tabs?

Also, a lot of the controls are missing accelerator keys, which might
or might not be intentional.
