[TSVN] Settings dialog

Hi folks,

I have just been updating the settings dialog description, and was
wondering if we actually need the tree structure we have at the moment.

General
Look & Feel
    Icon overlays
    Icon set
    Dialogs
Network
External programs (blank page)
    Diff viewer
    Merge Tool
    Unified Diff Viewer

We could avoid the blank page simply by putting everything in the top
level of the tree.

General
Context menus
Icon overlays
Icon set
Dialogs
Network
Diff viewer
Merge Tool
Unified Diff Viewer

Would that be better or worse?
