Nope. Doesn't work.

I have Windows XP, which has 2.0 included by default. I also have service pack
2, which apparently has 3.1. I downloaded and upgraded to 3.1v2
[http://support.microsoft.com/?id=893803] just to see what would happen, but it
didn't work either.

I found an old TortoiseSVN-1.1.3-UNICODE_svn-1.1.3.msi on my disk which
installs OK. So something change from that version.
