[TSVN] TMERGE(UNICODE version) can't show korean characters.

Hi all.

TMERGE(UNICODE version) can't show korean characters.

I tested
TMERGE -r 3020(MBCS version) can show korean characters.
TMERGE -r 3056(UNICODE version) can't.
TMERGE -r 3402(UNICODE version) can't.

All korean character of my source file is not showed correctly.

I think that Japan/Korean/Chinese has this problem.
