So it will display all messages in english correctly, but local
filenames (korean, etc) will be garbage.

Am I right in thinking english messages display correctly in any locale,
being 7-bit ascii throughout? If so then if there is no language defined
you could use the english messages but leave the existing Windows
locale. Or am I just talking rubbish?
