I figured out why I saw a different option than you -- I was running Show
Log from the repo browser. In any case, I still think there should be no
default option.

In testing this, I also think I found a bug.

Checkout repos/tortoisesvn/trunk/src at r3395
Run Show Log on my WC.
Select r3387 and choose Compare with WC

I get an error in TortoiseMerge. Looking at the temp diff file produced,
it is because it contains binary content for the changed .ico files. If I
use svn diff from a command line to compare my WC with the same revision,
it omits the binary content from the output.
