If you invert it, you'll get a part of the answer to your question ;-).
Apart from a few selected projects, all projects on tigris.org have got a
cvs repository for everything. We have got a cvs repository like all the
other projects, but we use it only for the web pages. All the underlying
mechanics of tigris.org work with the cvs repository. We are one of the few
lucky projects who have got a svn repository, which is maintained manually
on svn.collab.net, on top of it.
