[TSVN] (Off topic) TSVN user manual

How is the user manual for TSVN generated? I notice the original source
is XML. But what tools are used to generate the various output formats,
namely CHM and PDF?

I'm interested in the answers because I wish to produce similar style
documentation for some software I'm developing. What I want is a single
source that can be used to generate documentation in different formats
(namely CHM and PDF) as the need arises.

I thought about using Latex as the source, but I'm not sure those who
may maintain the documentation after I'm done will be so enthusiastic.

Latex --> HTML --> CHM
       --> PDF

I have previously used HTML as the source:

HTML --> CHM --> PDF
