[TSVN] Settings dialog - commit timestamps

Hi folks,

I believe the 'Use commit timestamps' option should be in the general
section, in the subversion group, not the 'look and feel->dialogs'
section. Because:

1. It is something SVN does, not TSVN.
2. It has nothing at all to do with look and feel.
3. It affects update and revert as well as commit.

Build 3301.
