[TSVN] Overly Icons not working correctly any more

From: Norbert Unterberg <nepo_at_gmx.net>

TortoiseSVN 1.2.0, Build 3289

The latest changes in the cache and icon update system must have broken
something. In my explorer, I no longer get reliably folder overlay icons
for deeply nested working copies.

When I have modifications in just a few single files deep in the working
copy, sometimes the correct modified icon shows up for half a second,
and then the false "normal" icon is shown on the folder. Hitting F5 does
not repair it. Sometimes it helps to modify a file in a different folder
to have the modified folder icon back in the higher levels. It seems
that a cache timeout also repairs it.

Sorry that I can not come up with a reproducation recipe, but I wanted
to report that the folder overlays did work better in the past.

Norbert
