Normally when you get that message it means that you need to "SVN
Update" your working folder (IP), but if you are committing the same
file both times, this should work OK.

Have you tried checking out to a normal folder (NOT on the desktop)?

I suspect this has something to do with the chinese file/folder names
but it is hard for us to test that over here. Has anyone else seen this
problem?
