I checked the availability of the http download service at berlios.de. It's
availability is below 90%. Last week it was down to 50% due to whatever
reason.

The only "bad" thing for me is that we won't know how often the installers
are downloaded from your site.

I'll now do the following:
1) Add the TortoiseSVN 1.1.7 installers to the tigris.org files
2) Edit the TortoiseSVN download page at tigris.org so that it points to the
mirrors as well.
