[TSVN] New get-locks dialog

Hi Stefan,

In the new dialog there is no title on the lock comment box. It is not
immediately obvious what it is for, unless you saw the previous version
of this dialog.

Actually, that's true of the commit dialog too.

The locking comment box could also be smaller if you want to save space.
Will anyone really want to enter a detailed comment here?
