Sometimes, but the server is usually back after a few minutes.

That also happened on tigris.org every now and then, so I guess you were
lucky. Last week our repository on tigris.org was down for half a day
before they fixed it.

It would, but we deliberately removed them from tigris, because it's
more work for us to maintain the download page there.
