[TSVN] Make lock dialog similar to commit dialog

As you probably know I have been trying to keep the dialogs we use in
Subclipse similar to those in TortoiseSVN, mostly because I think the TSVN
dialogs are very well designed and show a lot of thought and attention to
detail.

As I have been working on the lock dialog in Subclipse I just cannot help
but think that it ought to work more like the commit dialog, including
supporting the bug tracking and other custom properties. I think a couple
of new properties could be introduced, for example, it should not use the
commit message template, but there probably ought to be an equivalent for
lock message. Might also want a different property for minimum length
etc.. As for bug tracking, perhaps just one new property to disable it
for the lock dialog if wanted.

Of course I also think it ought to show the files that are to be locked, I
kind of realize why you do not show them, but I still think it would be
useful. It is more useful in Subclipse because there are instances, such
as when doing a large refactoring, where the IDE will attempt to lock
files on its own.
