There is a built-in facility to check the TSVN site for updates (every 7
days?). But you cannot stop people clicking teh cancel button.

Why do you want to enforce this? Newer is generally better, but there
should not be any compatibility issues, unless you need users to make
use of some feature which is not implemented in an earlier client.
