Really sounds like a permission problem. So please check:

* Who owns the folders?
* Which group can write to the repository folder?
* Which groups does the user having problems belong to?
* Try to create the directory as the user experiencing problems using
  explorer.

I hope you have set it up as an fsfs repository.

What kind of files are you going to manage? Office Documents (Word,
Excel, etc.)?

[Very big repository of binary files]

The Conectiva linux distro manages their packages using
subversion. See https://moin.conectiva.com.br/RepositorySystem
You may want to get in touch with them or check on the subversion
mailing lists, what has been written about big repositories.
