[TSVN] More fooling of the cache

Hi Stefan,

If I delete the contents of a versioned folder (including the .svn
folder) and then try to checkout into it again, I can't because the
cache still thinks it is versioned. The cache timeout fixes this
automatically after a few minutes, so it is not a big problem.
