[TSVN] Doc translation

Hi Folks,

I updated the scripts for doc translation and generation so that they now
works with .po files. There's a new script "TranslateDoc.bat" that takes a
target language as parameter and creates the translated XML in
source\targetlanguage. Makedoc was modified a bit, because the images moved
to a different location.

A first test with the spanish docs worked fine :-)
