This did indeed solve the problem. I still a bit stuck however. I am using
public key authentication for ssh.

I browsed on the FAQ site and found an article about ssh setup, but it was
heavily focused on server setup, referred to several tools that do not seem
to be in the install, and seemed to be talking about using some sort of
password manager (won't work for me I need to use the public key).

The other article was talking about WebDAV authentication via SSL.

We do have this working for TortoiseCVS, but pasting the arguments that work
in TortoiseCVS into the end of TortoiseSVN doesn't seem to do the trick.

How do you tell TortoisePlink what your username is and where your private
key is located?

Replace your current "SSH Client" (Settings->Network->SSH) with the
included "TortoisePlink.exe".
