You already asked that question once today.

TSVN already includes features to integrate with 3rd party issue
trackers, and there is a section in the documentations describing how it
works.

Adding an issue tracker to TSVN itself would take development effort
away from its main task which is to be a subversion client. Why would we
want to reinvent the wheel?
