Just a note: A locked file does not automatically mean that the file is
write protected. This might only be true if the locked file also carries
the svn:needs-lock attribute. It is possible to (voluntarily) lock a
file that does not have this attribute. And in this case the file will
not become write-only on checkout.

This is at least what Ben Collins-Sussman wrote on the dev@subversion list.
