Can you enable changing log messages please? or is that an SVN 1.2.x
feature (I hope not, seeing as it is in the 1.0 svn book.

Just so you should know, the 1.2.x Branch of TSVN will have the locking
in the UI.

        What are hooks and how to set them up:

<http://svnbook.red-bean.com/en/1.0/ch05s02.html#svn-ch-5-sect-2.1>

        Please read this. You have to get direct access to the
repository, you
        can't set it up with WebDAV. Copy and edit the appropriate files
as
        mentioned in the subversion book.

In case this helps other Windows users, the simplest solution is to
create two files named pre-revprop-change.bat and
post-revprop-change.bat in the hooks directory. That's it.
