[TSVN] Issuetracker notifications

Hi folks,

When you add an issue to the tracker, could you please add 'TortoiseSVN
Issues List' to the notification list, otherwise list subscribers won't
get the change notifications. I have done this for all remaining open
issues, but please remember for new issues or re-opened ones.

This should be done automatically in the next release of Flyspray, but
until then it's up to you.
