[TSVN] [PATCH] TSVNCache improvements

Hallo @dev,

just had an "airplane view" review of the TSVNCache code.
Although I didn't find an obvious cause for the problems it
seamingly has, the attached patch will fix some flaws.

I hope, you will find the comments in that patch useful.
