I've just realised/discovered that this is _already_ implemented.
Right-click drag allows "Subversion export here" or "Subversion export all
here". Is there any reason why exactly the same thing can't occur if you
right-click and select "Export"?

Windows has a long standing precedent of doing file manipulation in
whatever order it d#$% well pleases. This happens when you copy files in
windows explorer or when you use the "Subversion export here" option

Well, as mentioned above, he only has to dragondrop once after all, but as
to right-clicking and selecting 'export', what if he has 20, or 100,
folders to export?
